Who Opens Personal Accounts in Belarus
Foreign individuals open Belarusian accounts for several practical reasons.
First, salary from employment with a Belarusian company. Next, property purchase and ongoing payments — utilities, taxes, maintenance. Then, family ties — supporting relatives, transferring funds, or holding accounts for children with Belarusian residency. Investment and entrepreneurial activity also drive demand — receiving dividends, paying contractors, and holding working capital outside the home jurisdiction.
In addition, some clients open Belarusian accounts for portfolio diversification — holding a portion of personal funds in a jurisdiction with different banking and reporting rules. We treat each profile on its merits and recommend the right structure before any documents move.
Choosing the Right Bank for a Foreign Individual
Not every Belarusian bank works with non-resident individuals. Some banks decline applications from foreigners for formal reasons, even where the law does not require it. Other banks maintain dedicated private banking desks experienced with foreign clients and willing to onboard them efficiently.
We hold direct working contacts at the private banking desks of the major Belarusian banks. As a result, we match each client to the institution most likely to onboard the profile. Citizenship, residence status, source of funds, and intended use of the account all matter to that selection.
Bank Cards and Card Tiers Available
Belarusian banks offer the full spectrum of card products to private clients.
Standard debit cards — Visa Electron, Visa Classic, and Mastercard — cover routine spending and ATM withdrawals at standard rates. Mid-tier cards — Visa Gold, Mastercard Gold — add concierge features, higher daily limits, and reduced withdrawal fees abroad. Premium cards — Visa Infinite and Mastercard World Black Edition — provide priority pass lounge access, a dedicated personal manager at the bank, premium insurance, and a 0% withdrawal fee structure (subject to local ATM charges in other countries).
Premium tiers typically require a minimum balance (for example, USD 25,000) or a one-time setup fee in the region of EUR 3,000. Terms vary by bank and by package. Some banks issue five to six premium cards from a single relationship.
Online Banking and Belarusian SIM
Most Belarusian banks run online banking through a mobile app or web portal. Two-factor authentication ties to a phone number. The number must usually be Belarusian. Some banks accept foreign numbers, but most do not. As a result, foreign clients receive SMS confirmations through a Belarusian SIM card.
For clients who do not visit Belarus regularly, we arrange a Belarusian eSIM compatible with iPhone 10 (and newer) and modern Android devices. We also manage the SIM lifecycle — top-up, renewal, and replacement — so authentication continues to work from any country.
There is no minimum deposit limit. Deposits to a personal account are not subject to income tax in Belarus. However, the bank may request documentation of the source of funds, particularly for larger initial deposits. We advise on the form and content of that documentation before submission.
Opening the Account Without Travelling to Belarus
Foreign clients can open accounts without travelling to Belarus. The process runs on a notarised and apostilled power of attorney issued in the client’s home jurisdiction.
The standard package for remote onboarding includes:
- A notarised and apostilled power of attorney in the name of our representative
- A notarised and apostilled copy of the client’s passport, translated into Russian
- A notary’s stamp or seal that identifies the country of authorisation
- For countries outside the 1961 Hague Convention — an embassy-certified Russian translation in place of an apostille, prepared at the nearest Belarusian or Russian embassy
All documents must arrive in original paper form. Belarusian banks do not currently accept digital apostilles or electronic copies. Therefore, we recommend a tracked courier service for delivery.
